Canada’s Ocean Supercluster accelerates the development and commercialization of made-in-Canada ocean solutions in energy transition, food security, future of transport, and climate change while also growing more companies, creating more jobs, and attracting ocean talent. As Canada’s national ocean cluster, the OSC is a convenor of members, partners, and networks and a catalyst for transformative growth that helps build the robust ecosystem needed to help realize – a 5X growth potential in ocean in Canada by 2035. The OSC has a team of over 30 employees across eight provinces. 

About the Candidate:

Reporting to the Director of Program Delivery and working within the Project Management Office (PMO) the Program Lead is responsible for the delivery, and management of multiple projects and programs within the OSC, driving effective collaboration, strategic alignment and compliance with of OSC governanceThe Lead will oversee project End-to-end lifecycles of projects from initiation to benefit realization, ensuring all projects meet business objectives, timelines, budget constraints, and quality standards all while and maintaining strong and trusted relationships with OSC members, stakeholders and partners.

Roles and Responsibilities:
  • Program and Project Management: Oversee the delivery, coordination, and controlling of multiple projects and programs to ensure alignment with agreed goals, while managing deliverables and ensuring effective documentation and communication throughout project lifecycles.
  • Stakeholder Management: Act as the primary point of contact for business teams and external stakeholders, providing regular updates and strategic advice to ensure project alignment with business needs.
  • Risk and Issue Management: Identify, analyze, and follow-up project risks and issues through proactive strategies and regular review meetings.
  • Financial Oversight: Monitor project budgets, conduct regular financial assessments, and coordinate with the Finance team for robust control measures.
  • Governance and Compliance: Ensure all projects adhere to the OSC’s PMO governance framework and update project portfolio system dashboards regularly.
  • Analytics: Leverage analytics tools to derive actionable insights from project data, enhancing decision-making processes and project outcomes.
  • Automation of Program Processes: Spearhead the automation of program processes to increase efficiency and accuracy, reducing manual efforts and streamlining operations.
What you Bring
  • Bachelor’s degree in a relevant field (e.g., business administration, engineering, environmental science). Advanced degree or relevant certifications are a plus. 
  • Experience: Minimum of 3 years of experience in program management, business development, and project management. Previous experience in the ocean sector or related fields is highly desirable. 
  • Strong analytical and problem-solving skills and ability to think strategically, and make data driven decisions. 
  • Proven excellence in project management abilities, including planning, organizing, and executing complex projects, including managing multiple projects simultaneously. 
  • Track record of successful project delivery, managing complex projects from initiation to completion. 
  • Proactive mindset with a demonstrated ability to take initiative and drive results. 
  • Strong interpersonal and communication skills for effective collaboration with internal and external stakeholders. 
  • Experience with PMO governance frameworks and project management tools (e.g. MS Project,, Smartsheet) 
  • Experience with Analytical Tools (e.g. MS PowerBI, Tableau) 
  • PMP certification and/or an MBA would be considered an asset 
Ideal Additional Qualifications
  • A genuine interest in ocean science, technology, and sustainability is preferred. A commitment to making a positive impact on the ocean sector through innovative programs is essential.
