About the Role:

Reporting to the Vice-President of Operations, the Director of Program Delivery is responsible to lead all aspects of effective program delivery, which includes managing and monitoring the project portfolio, driving operational excellence and continuous improvement into the OSC Project Management Office (PMO), ensuring the effective use of systems, processes, standards and resources, and maintaining strong and trusted relationships with OSC members, stakeholders and partners.

Role and Responsibilities:

  • Overall responsibility for OSC project delivery, which includes overseeing portfolio reporting and evaluation, portfolio risk management and project management processes.
  • Leads the continued integration of the PMO, providing oversight and direction with regards to all project management activities, processes, and standards across the organization, and ensures that that overall program delivery framework and execution of program delivery, is compliant with OSC’s and the funding provider’s standards, policies and requirements.
  • Manages a team responsible for monitoring the project portfolio, which includes responsibilities such as managing Statement of Work (SOW) progression (schedule, milestone and outcome completion), budget monitoring, approving and escalating project change requests, resolving issues and questions, and supports the team with these responsibilities.
  • Develops and maintains strong and trusted relationships with OSC members and key stakeholders.
  • Oversees project change management governance processes and develops and implements an escalation and decision-making framework.
  • Ensures effective communication channels across PMO team and to senior leadership relating to common or shared project challenges, escalated issues, and project successes.
  • Ensures documentation, information and relevant data on each project is collected and stored in the applicable OSC system/application.
  • Ensures OSC systems are optimized to support project management efforts and reporting.
  • Creates, maintains and enhances project management tools, definitions, processes, and policy documents, etc. as required to optimize project delivery.
  • Liaise and support OSC in the contracting of projects on matters related to project scope and delivery.
  • Contributes to the development of annual and overall program objectives, strategy, and milestones,
  • Present and report updates to senior leadership teams, project partners, key stakeholders and the OSC’s Board and any relevant committees of the Board
  • Support the development and delivery of events, outreach and meetings related to approved projects.

  • The Director of Program Delivery is a collaborative leader, a strategic problem solver and passionate about operational excellence, relationship and team building, and delivering on results.

Ideal Additional Qualifications:

  • Minimum of 7 years’ management experience in project management, project execution or delivery.
  • Minimum of 2 years’ supervisory experience leading diverse, high performing and outcomes focused teams
  • Strong professional background and experience with R&D or government funding programs
  • A track record of building trusted and respected relationships, who can collaborate with diverse stakeholders with unique needs
  • A proven agile, innovative and strategic thinker with experience in a continuous improvement environment
  • PMP certification and/or an MBA would be considered an asset
