As Canada’s national ocean cluster, the OSC is a convenor of members, partners, and networks and a catalyst for transformative growth that helps build the robust ecosystem needed to help realize Ambition 2035 – a 5X growth potential in ocean in Canada by 2035. To date, the OSC has approved more than 150 projects valued at more than $600 million, which will deliver more than 300 new made-in-Canada ocean products, processes, and services to sell to the world.

About the Role 

Reporting to the Chief Legal & Governance Officer (CLGO), the Legal & Contracting Process Manager leads OSC’s end-to-end contracting and legal operations across projects, programs, partnerships, and corporate functions. 

This role is responsible for ensuring contracts and legal-service requests move efficiently from intake through execution through structured workflows, strong stakeholder coordination, disciplined governance controls, and continuous process improvement. 

As the operational manager for contract lifecycle management, the Manager drives consistency, visibility, scalability, and operational rigor across contracting processes, systems, and workflows. The role independently manages standard contracting pathways and escalates complex, high-risk, or precedent setting matters as required.

Key Responsibilities 

Contract Lifecycle Management 

  • Lead the end-to-end contracting lifecycle, including intake, assessment, drafting, negotiation, approvals, execution, and transition into delivery.  
  • Manage timelines, dependencies, approvals, stakeholder coordination, and issue resolution across multiple concurrent files.  
  • Maintain visibility into contract status, risks, bottlenecks, and escalation points.  
  • Support post-execution administration, including amendments, change requests, and delivery-related issues.  
  • Continuously improve workflows, templates, playbooks, and supporting documentation to increase efficiency, consistency, and compliance.  

Legal Operations & Governance 

  • Lead OSC’s legal intake and workflow management processes, including triage, prioritization, routing, and service standards.  
  • Design and maintain structured intake pathways, escalation triggers, decision gates, and handoff protocols.  
  • Ensure files are legal and contract-ready by coordinating required approvals, governance inputs, and supporting documentation.  
  • Apply a pragmatic, risk-based contracting approach aligned with organizational risk tolerance and funding requirements.  
  • Maintain disciplined contracting controls, records management practices, and audit-ready documentation.  
  • Support governance reporting by identifying emerging risks, operational constraints, and escalation items requiring leadership attention.  

Stakeholder Enablement & Operational Improvement 

  • Act as a trusted contracting and process partner to internal teams, external members, and funding partners.  
  • Provide clear guidance on contracting pathways, requirements, timelines, and approvals.  
  • Lead the optimization of contract lifecycle systems, workflows, automations, templates, and reporting tools.  
  • Develop operational reporting and dashboards that provide visibility into workload, throughput, service levels, and process bottlenecks.  
  • Champion continuous improvement, accountability, responsiveness, and operational excellence.  

What You Bring 

  • Bachelor’s degree in Business, Law, Public Administration, Engineering, or a related discipline (or equivalent experience).  
  • 5+ years of experience in contract management, legal operations, procurement, project delivery, or a related operational environment.  
  • Demonstrated ability to manage high-volume, multi-stakeholder workstreams with competing priorities and tight timelines.  
  • Strong operational judgment and ability to distinguish between standard-process matters and issues requiring escalation.  
  • Experience developing workflows, intake systems, governance controls, templates, and operational processes.  
  • Strong systems and reporting capability, including experience with platforms such as Monday.com, SharePoint, and document-management systems.  
  • Organizational, communication, and stakeholder-management skills with a proactive, solutions-oriented approach.  
  • Experience in publicly funded, regulated, innovation, infrastructure, or complex partnership environments is considered an asset.  
  • PMP, MBA, contract management certification, legal operations training, and/or experience working alongside legal teams are considered strong assets.
